This page would be for suggesting new Main Motions to the Chair. The Chair will not normally consider Main Motions until m other people have seconded them. After a motion is seconded by m people, it is in a queue; the Chair will move the motions to the page CurrentMainMotions as spots on that page become available.
===

See RobertsRules article I, part I, section 4 | for more about main motions. Modifications: members may make as many motions as they wish simultaineously.

See RobertsRules article I, part I, section 4 | for more about seconding. Note that seconding is required here even though this is a Congress. Modifications: Not just one second is required, but rather m seconds are required. m is set by the Chair until the Congress passed a Resolution setting m.
Discussion
I don't see this as workable in the vision I have built of AnewGo. If AnewGo is ConsensusByDefault, then just ONE person proposing something makes it Law, until someone else decides to Protest. That is in essence ConsensusByDefault. However, since people have to agree with the Proposal for it to be enforced, this yields two effective checks on the ConsensusByDefault.

For example, take a look at the AnewGoAct Date Standardization (found on AnewGoCongress, I think). People that agree with it, will use that format. Those that don't, won't.

People can enforce the Act (which has a simple majority of those that have bothered with it at this time) by editting all AnewGo pages with dates to the format. Those that don't want their dates in such a format can always edit the dates back.

ConsensusByDefault, by those concerned.

This will be the model that prevails until such a time that AnewGo formalises an AnewGoPoliceForce to enforce AnewGoActs that are 'in force'. (For more on the concept of PoliceForce, see PoliceForce. :-D)

Now, if this isn't the understanding or personal visions other have, I now relinquish this page to them to present their comments. ;-)
