An AnewGoResident has the right to vote in AnewGo elections, but does NOT have the right to pass AnewGoLaw. If they do they will need to be referred to AnewGoCourt and put their defense.

They can apply for an AnewGoBankAccount.

Is this correct? Aren't all AnewGoResidents members of the AnewGoCongress?

Indeed, shouldn't all AnewGoLaws have to pass through the AnewGoCongress first? And then be open to challenge in the AnewGoCourt?

It is possible that, in discussion that grows organically, to be pedantically bound to a particluar page may be an inappropriate expectation. Hence AnewGoLaw is gazetted in AnewGoLaw, there Congress members can read and vote and refer to AnewGoCongress or the particlur Law subpage for more discussion. AnewGoCongress members, at the moment is the same as the set of AnewGoCitizens

I feel it is dangerous to allow someone who has actively chosen not to be a citizen to engage in the developement of AnewGoLaw. Think about it, why not be a citizen, if not, they are partly positioning themselves outside of AnewGo. It is their own choice. So it is recognised that these people exist and treated accordingly.

Remember, theoretically these pages are open to all humanity with computer access, if people decide not to agree with the aims of AnewGo but either waste time, or actively sabotage and undermine, this is not helpful.

Hence the AnewGoErasureAct will need to be employed

So, there is currently one AnewGoResident? The StarPilot? Is this out to create two levels of AnewGo membership? One for signatories, and a second level for those that participate, but do not sign up?

'Fraid so. StarPilot defined it himself by refusing to sign, but still participating. There are many residents in nations who are not citizens of the nation they are in.

We do need to be somewhat pedantical. This gives us a somewhat better then simple chance to find what we are looking for, and we do need to employ some methodology as to the placement of knowledge/information/discussions. This is why things need to be refactored occasionally. An item may have outgrown its original placement and belongs elsewhere. This is the second time I have found the word "refactoring" used in WikiWorld by StarPilot. What exactly does this mean? Is it akin to normalization of databasen? Could someone post a standard procedure for refactoring? Thankx, Lori|.

Refactoring is just moving info or page details to a different location.
In iterative object oriented design, refactoring is breaking a large complicated object class into smaller, simpler classes. I suppose that is somewhat analogus to the refactoring process, but less formal.
