How to act when one wants to discuss a planned ToDo? How to act when one wants to help the owner of a planned ToDo?

On the page talk:Communication norms I found a kind of form:

What refinements does .... need?

What sections are under intense debate?

Other intense issues here

What is the use of this form? Is it also consented by default? Can I change it, comment on it? This form is placed on a talk=page. Do we want this form on every talk page as part of our ToDo-system. How is this form related to our discussions?

I made this talk-page to have a general talk about Communication norms, but not with the purpose to create an article on Communication norms. Once a discussion is ended such stand-alone talkpages can be deleted, but I think it is handy to concentrate a discussion on a certain topic, by giving the discussion a special page.
